Statistical Activities:
1.Agriculture Statistics:
Agricultural Statistics covers
- Rainfall Statistics,
- Area Statistics comprising the data on Land Use, Area & Production and
- Yield Statistics of various crops produced in the state.
Agricultural year (June to May) is divided in to basically two seasons viz., Kharif (Vanakalam) and Rabi (Yasangi).
Agricultural census is conducted in both seasons Viz., Kharif and Rabi in a year based on the Pahani/Adangal records of revenue department and reconcile the areas with line departments i.e., Agriculture,Horticulture,Irrigation, Groundwater and Sugarcane etc.
The objective of the strategy is to make Telangana self-sufficient in food grains and to also assess and improve the state’s export potentials.
Directorate of Economics and Statistics is declared as State Agriculture Statistical Authority.
(a) Rainfall Statistics:
The Director, Directorate of Economics and Statistics is designated by the Government as the Rainfall Registration Authority in the State. The state has a rain gauge in every Mandal covering an area of 250sq.kms. as against the IMD’s requirement of a gauge per 500 sq.kms.
The daily rainfall report/ weekly rainfall report for week ending with Wednesday of all Mandal are computerized and are being submitted to the State Government every Thursday.
Rainfall Statistics: Daily / Weekly / Monthly
• Everyday rainfall is measured @ 8.30 A.M. by Deputy Tahsildar in each Mandal and noted in the Tahsil Office.
• The MPSO concerned will report the daily rainfall to the district office.
Rainfall Statistics are used for monitoring the seasonal conditions and the progress of Agricultural operations on a continuous basis. These statistics on daily rainfall are collected station-wise by the CPO and the same is submitted to the District Collector and DES.
Telangana State Development Planning Society(TSDPS) collects Rainfall, Wind Speed, Wind Direction, Pressure, Humidity and Temperature through (35) Automatic Weather Stations (AWS) in the District.
In addition, it also measures Global Radiation and Soil Moisture at desired location at every one-hour interval and transmits it in the form of SMS using GSM technology.

The data is being used by stake holders for proper planning and implementation of varied government programs and schemes.
AWS data is also being used by Agriculture Insurance Company of India for implementation of Weather Based Crop Insurance Scheme (WBCIS) for various crops in the districts.
State Disaster Mitigation Society (APSDMS) is recently establishing automatic weather stations in all Mandal. These stations transmit hourly data on six parameters namely rainfall, humidity, temperature, wind velocity, direction and barometric pressure. It is proposed to integrate Revenue Rain gauge and AWS data at Mandal level.

Seasonal Conditions:Every Wednesday all MPSOs of the Mandal will prepare a report on seasonal conditions on
(a) Rainfall, (b) Area sown particulars up to the reporting week and (c) Condition of the standing crops.
(b) Area Statistics: –
The Agricultural Statistics system comprises census enumeration of each piece of land in the state and aggregating the area statistics (of all kinds) at various levels from village to the state.
The Directorate of Economics and Statistics is the State Agricultural Statistics Authority (SASA) and has computerized the Agricultural Census Abstract to facilitate fast processing and retrieval of data at Mandal level.
Timely Reporting of Agricultural Statistics (TRAS):
Data is also collected through the scheme of ‘Timely Reporting of Agricultural Statistics’ (TRAS) using sampling techniques and the forecast report indicates area and production of the important crops. The forecast is made on certain important crops according to a prescribed calendar.
Under TRAS every year 20% of villages will be selected in each Mandal and the same is communicated to the concerned Mandal.In the selected villages cropped area particulars furnished in the Pahanis by the VROs will be reported in the prescribed TRAS cards.
In the scheme (4) TRAS cards consisting of all crops area sown figures of current year and previous year for both the seasons will be collected and submitted to DE&S.
(c) Yield Statistics
General Crop Estimation Surveys (GCES):
The objective of Crop Estimation Surveys is to obtain the estimates of average yield per hectare (productivity) and total production of principal crops, both at District and State levels by conducting crop cutting experiments. The scheme is being implemented from 1950-51 onwards in the State.
A crop cutting experiment for any specified crop involves marking of experimental plot of specified size in the selected field, harvesting, threshing and weighing of the produce obtained from it. In a specified number of cases, the produce so obtained will be stored and dried for a further period in order to determine the weight of the dried produce.
The following crops are covered under this survey.
2.Industrial Statistics:
The Industrial Statistics are presented under two parts, viz.,
• Organized factory sector and
• Unorganized non-factory sector.
The former covers all units registered under sections 2m(i) and 2m(ii) of the Industries Act, 1948 and the latter, all other (household and non-household) manufacturing units.
Annual Survey of Industries (ASI):
The Annual Survey of Industries (ASI) is the principal source for most of the basic statistics of the industrial sector.It provides information to assess the changes in the growth and structure of organized manufacturing sector comprising activities related to manufacturing processes, repair services gas and water supply and cold storage.
ASI is designed to obtain comprehensive and detailed data for estimation of the contribution of manufacturing industries as a whole and of each type of industry to the “State Income” and to analyze the various factors influencing industries in the State.The information collected is being used for estimation of GSDP.
ASI Schedule:
ASI schedule is the basic tool to collect required data from the factories registered under sections 2(m)(i) and 2(m)(ii) of the Factories Act, 1948.This schedule has two parts
Part1:
To collect data on Assets and Liabilities, Employment and Labour cost, Receipts, Expenses, Input items: indigenous and imported, Products and By-products, Distributive Expenses, etc.
Part2:
To collect data on different aspects of labour statistics, namely, working days, man-days worked, absenteeism, labour turnover, man-hours worked etc.
Index of Industrial Production (IIP):
The Index of Industrial Production (IIP) objective is to estimate the contribution of Industrial sector to the Gross State Domestic Product.
To avoid delay in the availability of ASI data the IIP is introduced to collect monthly index of industrial production.It includes the relative change of physical production in the field of Industry during specific period as compared to the previous period.
The IIP is estimated for combined state monthly by collecting data from selected units of Manufacturing, Mining and Quarrying and Electricity.
IIP in the State is being compiled with base year 2004-05 for 22 industrial classifications at 2-digit level under manufacturing sector. In this District, 14 industries are selected in 2018-19.
Business Register (BR):Information is collected from all the establishments registered under Registration of (7) Acts.
3. Official Statistics
• Preparation of MANDAL HANDBOOK STATISTICS annually. It includes detail statistics on all important parameters of a Mandal.
• Collection of Data relating to District Hand Book of Statistics from offices located in the Mandal.
• Collection of Statistics relating to the core areas.
• Collection of Local Body Accounts
Local Body Accounts:
Telangana is one of the states in the country collecting the annual accounts from all the local bodies.The income and expenditure details ofState Government’s budgetary transactions, ZillaParishad,Municipalities/Corporations, Mandal PrajaParishad, Gram Panchayat and state public sector undertakingsare collected every financial year and submitted to the Directorate of Economics and Statistics-DES, Hyderabad for calculation of GSDP at state level to analyze Gross Value Added, Capital formation, consumption expenditure, savings etc., in the prescribed accounts of Income and outlay account & Capital Finance account.
These details are collected separately as recommended by the Regional Accounts Committee set up by Government of India in 1976. Capital formation in all sectors of Telangana economy is also estimated.
Mandal Parishad and Gram Panchayat accounts are being finalized at district level by Chief Planning Officer& District Panchayat Officer respectively.

Hand Book of Statistics:
This publication is being published every year continuously consisting of complete information on different sectors of the district.
Adhoc Surveys:
In every (5) years adhoc surveys such as Census of Land Holdings, Minor Irrigation Census and Economic Census are being taken up.
Socio Economic Surveys (SES):
The National Sample Surveys is set up by the Govt. of India in 1950 for collection of socio-economic data employing scientific sampling methods.On the same lines State DE&S conducts field surveys and samples allotted by NSSO.
The data collected from sample surveys such as generation of
• Labour Force Participation Rate (LFPR),
• Workforce Participation Rate (WPR),
• Unemployment Rate (UR),
• Monthly Per capita Consumption Expenditure (MPCE) and
• Gross Value Added Per Worker (GVA per worker)
These are used in estimation of Gross State Domestic Product (GSDP) and District Domestic Product (DDP).
Subjects Covered:Unincorporated Non-agricultural Enterprises in Manufacturing, Trade & Other Services (excl. Construction) (Schedule 2.34)
Survey was conducted on “Socio Economic Survey conducting on Land and livestock holding of house hold and situation assessment of Agricultural households and dept and investments” in 2019 in two sub rounds, of 12 selected Samples of Urban and Rural Areas.
DISTRICT KNOWLEDGE AND INNOVATION CENTRE (DKIC)
Telangana State Remote Sensing Applications Centre (TRAC) is an autonomous scientific organization under Planning Department, Government of Telangana. It is the nodal agency for Remote Sensing (RS), Geographic Information Systems (GIS) & Global Positioning System (GPS) applications in Telangana.

Planning Activities:
Constituency Development Programme (CDP):
Under the Constituency Development Programme(CDP), each MLA and MLC can exercise a number of works worth Rs.3.00 Crore of his choice which are to be implemented by the District Collector. The funds released under the Programme would be non-lapsable. The interest, if any, earned should be ploughed back in the CDP works. The funds released by the Government shall be adjusted to the PD Account of Chief Planning Officer and shall not be parked in any bank account at any stage. Release of funds will be made with reference to the actual progress achieved in expenditure and execution of works.
Funds will be provided by the Government of Telangana through the Planning rules of the State Government and guidelines issued by Department. The District Collector will get these works executed by following the established procedures and the Planning Department from time to time.
Each MLA and MLC shall place emphasis on Government priority schemes such as Drinking Water facilities, Public health care buildings, sanitation and drainage local bodies for educational institutions need facilities to public, construction of roads, construction of buildings / facilities belonging to Government or for class rooms/laboratories/toilets, common shelters for the old or handicapped, and electrification / street lighting etc.
All the sanctions for works should be accorded within a period of thirty days from the date of receipt of proposal in the office of the District Collector and it should be executed within a maximum period of six months.
Works once recommended by the MLA / MLC and sanctioned under the Programme will not be cancelled if the execution of the work has already commenced.
The CPOs shall release the second installment only after obtaining the copies of M-book and cash book records from the concerned implementing agencies.
CPOs will be made personally responsible for releasing second installment without the above-mentioned records. CPOs shall furnish the expenditure statements monthly to the Government in Planning Department in the prescribed proforma.
Details of Nagarkurnool District in 2019-20
Special Development Fund (SDF):
On receipt of administrative sanctions from the Government under SDF the Executive Agency will be decided at district level and intimated to execute the sanctioned works.
Crucial Balancing Fund (CBF):
The Government have allocated funds under Crucial Balancing fund (CBF) towards meeting the Contingency expenditure by the District Collector for completion of important works which are of urgent nature and according priority for any of the important socio-economic development activities and felt needs of the people.
MPLADS- Parliamentary Constituency wise Mandal:
The general public approach Members of Parliament (MPs) for provision of certain basicfacilities to meet the felt needs of the people. The MPLADS is a Plan Scheme fully funded by Government of India. The annual MPLADSfund entitlement per MP constituency is Rs. 5 crore.Each MP shall recommend eligible work on the MP’s letter head duly signed by the MP. Recommendations by third parties and representatives of MP’s are not admissible and cannot be acted upon.
Recommendation/Sanction of the works: Each MP will recommend works up to the annual entitlement during the financial year in the format at Annexure-III to the concerned District Authority.
The District Authority will get the eligible sanctioned works executed as per the established procedure of the State Government. (in the matter of technical Sanction,tender/non-tender, schedule of rates, etc. However, powers to grant administrative sanction/approval will continue to remain with District Authority).
Development of Areas inhabited by Scheduled Caste and Scheduled Tribe: There is a greater need to develop areas inhabited by Scheduled Castes and Scheduled Tribes inorder to give special attention for the infrastructure development of such areas. M.Ps are to recommend every year, works costing at least 15 per cent of the MPLADS entitlement for the year for areas inhabited by Scheduled Caste population and 7.5 per cent for areas inhabited by S.T. population.
In other words, out of an amount of Rs.5 crores, a M.P. shall recommend for areas inhabited by S.C. population, Rs.75 lacs and Rs.37.5 lacs for areas inhabited by S.T. population. In case there is insufficient tribal population in the area ofLok Sabha Member, they may recommend this amount for the creation of communityassets in tribal areas outside of their constituency but within their State of election. In casea State does not have S.T. inhabited areas, this amount may be utilized in S.C. inhabitedareas and vice-versa.
It shall be the responsibility of the district authority to enforce theprovision of the guideline. In order to facilitate implementation of this guideline, it willbe responsibility of the district authority keeping in view the extant provisions of Stateand Central Government’s to declare areas eligible for utilization for funds meant for thebenefit of SC & ST population.
Decision making powers in regard to technical, financial and administrative sanctions to be accorded under the Scheme, vest in the district level functionaries. To facilitate quick implementation of projects under this Scheme, full powers should be delegated by the State/ UT Governments to the district functionaries.
The District Authorities will have full powers to get the works technically approved and financial estimates prepared by the competent district functionaries before according the final administrative sanction and approval.The District Authority should, before sanctioning the work, ensure that all clearances forsuch works have been taken from the competent authorities and the work conforms to the Guidelines.
